Governing Board

Hi-Desert Family Health Clinics are Federally Qualified Health Centers (FQHCs) governed by a volunteer Governing Board in compliance with requirements set forth by Section 330 grants and by the agency’s bylaws.  The Board is composed of a majority (at least 51%) of active, registered consumers of the Health Center and is representative of the populations served by the Center.
 
Board meetings are typically held on the fourth Wednesday of each month and are open to the public.  Agendas are posted for viewing at least 72 hours prior to the meeting and may be accessed by clicking on the link below.

Susan Madavan immigrated from Canada to California at the age of eight.  She has been in the desert for twenty-three years.  She has spent time working in the mental health field and very much enjoyed it.  Her lifetime has been full of what she calls ‘fighting for the underdog in many various situations.’  She feels that advocating for people has always been her forte.  She enjoys being on the Governing Board for the Health Clinics and feels that her efforts are productive and that positive changes can be seen.

Mary Jane Binge, a long-time resident of Twentynine Palms, has been active in the community serving on many different board such as Hospice, Chamber of Commerce, Merchant’s Association, and the Action Council. She received the ‘Pillar of the Community Award’ in 2008 and was the first woman President of Rotary International in the Morongo Basin. Mary Jane has been in the mortgage business for over 33 years here in the Hi-Desert and feels it is important to give back to the community. She is proud to be on the Governing Board for the Hi-Desert Family Health Clinics.










Reverend Ronald “Ron” Cooley is First Baptist Church of Joshua Tree’s Pastor and also serves as the Naval Hospital Twentynine Palms Command Chaplain (contracted).  A retired Navy Chaplain and former Marine, Ron is married to Beth and they have lived in Twentynine Palms since 1994.  Ron is currently enrolled in the Doctor of Ministry program at Northern Theological Seminary.









Laura Grabow has been a Regional Occupational Program (ROP) instructor for the Morongo Unified School District for over 20 years.  She currently teaches a Registered Dental Assisting course for ROP students at Twentynine Palms High School.  She is also a graduate of Twentynine Palms High School.











Mike Lopez relocated to the high desert from southern San Diego county in 2003.  Mike fell in love with the peace and serenity of the desert when he would come here to climb rocks while attending Cal Poly San Luis Obispo.  He is now retired and lives with his wife Susan and their two Shar Peis in Joshua Tree.  Today he still enjoys rock climbing, running and bicycling.  He is also busy with many construction projects around the house.









Sandy Potts moved to California from Texas in 1979.  She spent many years perfecting her love of the arts including dancing, singing, and painting.  She has earned an Associate’s Degree in both Art and Dance, and owned her own dance studio while also teaching dance at the university and private levels.  In 2004 she was forced to retire for health reasons.  Sandy still practices at her art to maintain her skills and spends her spare time studying health matters on the internet, not just for herself, but also for her family as well.










Ricardo Tagle has been a resident of the Morongo basin for over 40 years.  He and his family owned and operated the popular restaurant Arturo’s serving Mexican food for 37 years.  After retiring, Ricardo has kept himself busy by volunteering with organizations such as The Consumer Advisory Board working with the mentally ill population.  Ricardo enjoys the time spent serving on this Board and feels honored to represent Hi-Desert Medical Center and the Hi-Desert Family Health Clinics on this Board and being able to make a difference in this Community.
